E-Kshamata
E-Kshamata is a digital platform designed to strengthen healthcare workforce capacity in partnership with state governments and public health organisations. It combines competency-based workforce development with scalable digital training to improve the quality and reach of health programmes.
Built on the FRAC framework (Framework of Roles, Activities, and Competencies), the platform assesses workforce readiness, identifies skill gaps, and delivers targeted learning pathways. It also enables governments to launch digital training modules aligned with programme priorities, helping ensure consistent training quality, measurable competency outcomes, and a more capable frontline health workforce.

The Indian Nursing Council has recognised courses developed by development sector partners on Aastrika Sphere and awarded a total of 57.5 Continuing Nursing Education (CNE) credit hours. Nursing professionals across the country can access these courses on the platform and use the credits toward their license renewal and continuing professional development requirements.
Through integration with the TNAI portal, members can directly access Aastrika Sphere Digital and its learning resources. This enables seamless onboarding and supports continuous learning and professional development for the nursing workforce.
In partnership with the Maharashtra Nursing Council, Aastrika Sphere Digital enables nurses to access free online Continuing Nursing Education (CNE) courses. The platform has seen strong adoption, with accredited courses launched and ongoing collaboration to expand offerings and support nurses in successfully completing their license renewal requirements.
Aastrika Sphere Digital is integrated with the TNNMC portal, providing nurses across Tamil Nadu access to high-quality digital courses. The partnership also supports courses aligned with BSc Nursing elective subjects, helping learners strengthen their academic knowledge and skills.
Organisations such as Maternity Foundation, EngenderHealth, Jhpiego, PATH, UNFPA, and White Ribbon Alliance (WRAI), Fernandez Foundation and more collaborate with Aastrika Sphere to curate and deliver digital courses aligned with their programme priorities, helping reach targeted healthcare workers with high-quality training.
Key programmes By E-Kshamata
The Government of Bihar has launched Mission Unnayan, a reform initiative to strengthen the quality of nursing across the state. Led by the Bihar Nurses Registration Council (BNRC), E-Kshamata serves as the competency-based digital platform supporting this effort.
Implemented statewide in collaboration with Jhpiego, Piramal Foundation, and IHAT, the platform focuses on pre-service and in-service ANMs (Auxiliary Nurse Midwife) across public and private institutions. It helps assess job readiness, build competencies, and improve the quality of care delivered by the healthcare workforce.
Madhya Pradesh is using E-Kshamata to strengthen the capacity of its frontline health workforce as part of efforts to address high maternal and infant mortality rates in the state. The platform delivers refresher training for ANMs and CHOs (Community Health Officers), focusing on maternal and child health competencies.
This approach helps frontline workers deliver better care within communities, improving service quality and strengthening maternal and child health outcomes.
In Uttar Pradesh, E-Kshamata is implemented with India Health Action Trust (IHAT) to deliver competency-based training for ANMs in collaboration with the state.The platform also supports nursing mentor–mentee programs in Newborn Stabilization Units (NBSUs) through OSCE-based assessments, enabling structured mentoring and skill development.
In partnership with the State Institute of Health and Family Welfare (SIHFW), Johns Hopkins University (JHU) delivers Foundation Training for Medical Officers using E-Kshamata.

Aastrika was founded in 2019 by Dr. Janhavi Nilekani, deep-rooted in the belief that all childbearing women must have access to high quality, timely, respectful maternity care and to fundamental rights, including privacy, the companionship of a loved one, informed consent, and an abuse-free birthing experience.
